Liquor Manufacturer–Solicitor (Spirits, Wine and Beer)
A Liquor Manufacturer–Solicitor license allows for the manufacturing, distilling or blending of intoxicating liquor of all kinds within the state of Missouri and the privilege of selling to licensed Wholesalers and soliciting orders for the sale of intoxicating liquor of all kinds, to, by or through a licensed Wholesaler within Missouri.

- Excise Tax Reporting Forms Required All Liquor Manufacturers licensed in Missouri
are required to submit monthly excise tax reports.

- Primary American Source and Brand Registration: Statute 311.275 The Solicitor must register all products with the state of Missouri prior to offering them for sale in Missouri.
- No Financial Interest in Retail Business - Distillers, wholesalers, winemakers, brewers or their employees, officers or agents, shall not, under any circumstances, directly or indirectly, have any financial interest in the retail business for sale of intoxicating liquors except a distiller whose manufacturing establishment is located within Missouri may apply for a license to sell intoxicating liquor by the drink in close proximity to the distillery. (Section 311.070.1 allows exception for Liquor Manufacturer to have a retail license – see Secondary licenses below)
- Applicants applying for a Manufacturer license shall first meet all federal laws and regulations governing the manufacture of liquor, beer or wine and obtain all federal permits and tax stamps.

Secondary License Options
- Liquor Wholesale Solicitor
- Must have Wholesaler license to sell to retailers.
- Must be a Resident Corporation to qualify for the Wholesaler license

- Not required to obtain a separate Sunday license to operate seven days a week.
- Caterer's Permit
- Must have a Retail by Drink license in order to obtain catering permits.
