LICENSED OFF-SITE STORAGE (OF INTOXICATING LIQUOR)

No licensee – regardless of in-state or out-state location – may receive or accept the delivery of, or keep in storage any intoxicating liquor upon any premises other than those described in his/her license without first obtaining permission from the supervisor of alcohol and tobacco control, in accordance with 11 CSR 70-2.140(5). Intoxicating liquor is prohibited from being manufactured, sold, or exposed for sale at/from the off-site storage location.

Reporting Requirements

In accordance with 11 CSR 70-2.140(3), licensees shall keep complete and accurate records pertaining to their businesses, which would include records pertaining to any off-site storage areas. Additionally, in accordance with 11 CSR 70-2.140(2), all buildings used in connection with the operations carried on under the license, and all places where the licensee keeps or has liquor stored, may be inspected by the supervisor of alcohol and tobacco control and his/her agents.

Licensees required to file monthly inventory reports in accordance with 11 CSR 70-2.090(2) must report the total inventory of all applicable alcohol produced, sold, and/or stored by the licensee at their licensed premises and any off-site storage location(s).

UNLICENSED STORAGE (OF INTOXICATING LIQUOR)

Every person, firm, partnership, corporation or other legal entity who shall keep or store any intoxicating liquor in any warehouse, or other storage place in this state is required to notify the supervisor of alcohol and tobacco control in accordance with section 311.370, RSMo.

Intoxicating liquor stored on behalf of a Missouri liquor license holder is excluded from this category and is subject to the requirements listed above for Licensed Off-Site Storage. Intoxicating liquor is prohibited from being manufactured, sold, or exposed for sale in this state without first obtaining a liquor license.

Reporting Requirements

Non-licensees are required to file monthly reports in accordance with section 311.370, RSMo. To accomplish this, warehouse operators must complete and submit shipment data via the Unlicensed Storage Reporting spreadsheet (template available on our website) on or before the 15th of each month to Deputy Chief Brad McDowell at Bradley.Mcdowell@dps.mo.gov with the phrase “storage report” in the subject line.
