Missouri Produced Wine by the Drink

A Missouri Produced Wine by the Drink license allows for a seven-day by the drink license. In order to qualify for this license, retailers must provide certification that 75 percent or more of the intoxicating liquor sold shall be Missouri produced wines.

Hours of Operation - Such premises may remain open between the hours of 6:00 a.m. and midnight, Monday through Saturday, and between the hours of 11:00 a.m. and 9:00 p.m. on Sundays.

Retail by Drink Boat License (Spirits, Wine and Beer)

This license allows retailers who have a boat or vessel that has been certified by the U.S. Coast Guard to carry 100 or more passengers for hire to apply for a license to sell intoxicating liquor by the drink at retail for consumption on the boat.

Railroad by the Drink License (Spirits, Wine and Beer)

This license may be issued to any railroad company or railway sleeping car company operated in Missouri to sell intoxicating liquor at retail for consumption in its dining cars, buffet cars and observation cars. A Railroad Retail Liquor by the Drink license does not permit sales of alcohol while railroad cars are stopped at any station.

Retail by Drink - Mall License (Common Eating and Drinking Areas - Spirits, Wine and Beer)

This is a license to sell intoxicating liquor by the drink at retail not for consumption on the premises where sold, but for consumption in a common eating and drinking area within a building or group of buildings which do not provide areas within their premises for consumption of food and liquor, where the annual gross income from the sale of prepared meals or food consumed in such common eating and drinking area is, or is projected to be, at least $275,000.

Consumption of Liquor License (Building and Hall Rentals)

A Consumption of Liquor license allows any person operating any premises where food, beverages or entertainment are sold or provided for compensation to permit the drinking or consumption of intoxicating liquor on the premise. A Consumption of Liquor licensee cannot sell any intoxicating liquor.

Hours of Operation - between the hours of 6:00 a.m. and 1:30 a.m. on weekdays and between the hours of 6:00 a.m. on Saturday and 12:00 midnight including all election days.

State Fair Licenses

Any person holding a concessionaire's contract, issued by the Missouri State Fair, which authorizes the sale of malt liquor and Missouri-produced wines, for consumption on the premises where sold, on the Missouri state fairgrounds and, in the case of Missouri-produced wines, in the original package, on each day of the week within any period which has been approved by the director of the fair and during the hours at which such malt liquor or wine may lawfully be sold or served upon licensed premises to sell malt liquor or wine for on-premises consumption in the city in which the Missouri State Fair is located.

State Fair 5 Percent Beer by Drink and Domestic Wine and State Fair 5 Percent Beer by Drink and Domestic Wine Exhibition/Grandstand

These are annual licenses effective for the 14 day period when the fair is held and for any additional periods of time approved by the director of the fair.

Transporters License (Spirits, Wine and Beer)

This license allows any person who is not a carrier regulated by the Motor Carrier and Railroad Safety Division of the Department of Economic Development under Chapters 387, 389 and 390, RSMo, to transport into, within, or through the state of Missouri any intoxicating liquors in quantities larger than five gallons.

If you are already licensed by the supervisor of Alcohol and Tobacco Control, and your licensed premises are located in the state of Missouri, you do not need a transporter’s license. In addition, it shall not be necessary to procure a license to transport liquor purchased from a licensed Missouri retailer.

No license or permit shall be required to transport industrial alcohol.

Carriers licensed under this section or carriers exempt from holding a permit under this section shall not deliver wine to a resident of Missouri without obtaining an Alcohol Carrier license under Section 311.185.

Vintage Wine Auction

This license allows an auctioneer licensed pursuant to Chapter 343, RSMo, and who regularly conducts business as an auctioneer at a fixed location in this state within a city in a county of the first classification with a charter form of government; to conduct auctions of vintage wine.

No license to auction vintage wine may be issued to any person, or any entity controlled in whole or in part by a person, who:

  1. Has been convicted of a felony or of any offense under this chapter;
  2. Either possesses a current license to sell intoxicating liquor at wholesale or retail, or previously possessed such a license which was revoked for cause; or
  3. Has not been continuously in business in this state as an auctioneer for a period of ten years prior to making application for such license to auction vintage wine. The license to auction vintage wine shall be in addition to any license or permit requirements imposed by ordinance within the county or municipal jurisdictions in which the auctioneer conducts such business.

Vintage Wine Auction Municipality

This license allows any municipality legally owning, controlling or possessing a private collection of vintage wines in their original packages to sell such vintage wine through a sealed bid process. The municipality may set a minimum bid and may reserve the right to reject all bids.
